The U.S. Supreme Court's ruling Thursday that President Bush overstepped his authority in ordering military trials for a handful of Guantanamo Bay detainees provoked a range of reactions, from jubilation to deep skepticism.
In immediate terms, the decision will simply force the United States to look for other ways to try some 10 men charged with crimes. But some people saw wider implications — predicting it could force the Bush administration to address the continued detention of about 430 others, many held for more than four years without charge.
"A lot of us remain skeptical of what this decision will actually accomplish because it only applies to the handful of men who have been charged and Bush has not respected past court decisions," said Moazamm Begg, 37, who was held at Guantanamo for more than two years. "That said, I'm very glad to hear the news and hope it will be the beginning of the end for many of these men."

Israelis arrest dozens of Hamas officials
GAZA CITY, Gaza Strip - Israeli troops rounded up dozens of ministers and lawmakers from the Palestinians' ruling Hamas party Thursday, including the deputy prime minister, while forging ahead with a military campaign in Gaza meant to win the release of an Israeli soldier held by Hamas gunmen.
The body of a kidnapped 18-year-old Jewish settler was found in the West Bank, Israeli security officials said. He had been shot in the head. Palestinian militants said they killed Eliahu Asheri, whose body was found buried near the West Bank city of Ramallah.

Israelis Bomb Camp, Cut Power And Water In Gaza

Israel turned up the pressure on Palestinian militants to release a captive soldier Wednesday, sending its warplanes to bomb a Hamas training camp after knocking out electricity and water supplies for most of the 1.3 million residents of the Gaza Strip.
The Hamas-led Palestinian government called for a prisoner swap with Israel, saying the Gaza offensive would not secure the soldier's release. Militants holding the hostage have made that demand, but this was the first time the government made such a proposal.
In a statement, the Information Ministry said it was "natural logic" to carry out an exchange.
"This has been exercised by previous Israeli governments with Hezbollah and the PLO, and this is what other countries do in conflict situations," the statement said.

Israel masses forces near Gaza

Israel massed tanks and troops near Gaza on Tuesday for a threatened offensive against Palestinian militants and said it would target Hamas leaders if an abducted soldier was not freed.
In northern Gaza, Palestinians blocked roads with dirt and barbed wire. Militants wielding automatic rifles and anti-tank rockets rigged explosive devices along a road as tensions hit their highest since Israel quit Gaza nearly a year ago.
The United States urged Israel to give diplomatic negotiations a chance to win the release of Corporal Gilad Shalit, who was seized on Sunday by militants who also killed two soldiers in a raid on an army border post.
Israel's military build-up came as Palestinian factions put aside months of internal acrimony and agreed on a manifesto at the heart of a power struggle between the moderate President Mahmoud Abbas and Prime Minister Ismail Haniyeh of Hamas.

White House plays down Iraq withdrawal talk
WASHINGTON - The White House on Monday played down reports that the United States is planning sharp troop withdrawals from Iraq, beginning with the pullout of two combat brigades in September.
"I would caution very strongly against everybody thinking, `Well, they're going to pull two brigades out,'" White House press secretary Tony Snow said.
"Maybe they will, maybe they won't," he said. "It really does depend upon a whole series of things that we cannot at this juncture predict. I would characterize this more in terms of scenario building and we'll see how it proceeds."
Snow confirmed that Gen. George W. Casey Jr., the top military commander in Iraq, met with
President Bush on Friday.
Snow refused to disclose what Casey told Bush but said the general has "a number of scenarios in mind for differing situations on the ground." He said planning would change based on conditions on the ground.
"But I'm certainly not going to announce in advance anything that he may have in mind for the president or that he may be recommending," Snow said. "Just don't do that in a time of war."

President Bush on Monday sharply condemned the disclosure of a program to secretly monitor the financial transactions of suspected terrorists. "The disclosure of this program is disgraceful," he said.
"For people to leak that program and for a newspaper to publish it does great harm to the United States of America," Bush said, jabbing his finger for emphasis. He said the disclosure of the program "makes it harder to win this war on terror."
The program has been going on since shortly after the Sept. 11, 2001, terror attacks. It was disclosed last week by the New York Times, the Wall Street Journal and the Los Angeles Times.
Using broad government subpoenas, the program allows U.S. counterterrorism analysts to obtain financial information from a vast database maintained by a company based in Belgium. It routes about 11 million financial transactions daily among 7,800 banks and other financial institutions in 200 countries.
"Congress was briefed and what we did was fully authorized under the law," Bush said, talking with reporters in the Roosevelt Room after meeting with groups that support U.S. troops in
Iraq.
"We're at war with a bunch of people who want to hurt the United States of America," the president said. "What we were doing was the right thing."

Iraq debate in Senate shows Dems' split

Iraq will be on display Wednesday when the Senate takes up two proposals to withdraw U.S. forces, touching off an election-year showdown between Republicans and Democrats.
"Setting a deadline to redeploy U.S. troops from Iraq is necessary for success in Iraq," Sen.
John Kerry, D-Mass., said in remarks planned for his introduction of a proposal that would require U.S. combat forces to begin leaving the war zone immediately and be out of Iraq completely by July 1, 2007.
Senate Democratic leader Harry Reid and most of his rank-and-file colleagues don't exactly agree.
They back a separate nonbinding resolution that would not set such a hard-and-fast deadline. It would simply call for ‚ not require ‚ the administration to begin a phased redeployment of U.S. forces this year.
"It's not a cut-and-run strategy. It does not set a fixed timetable or an arbitrary deadline for the redeployment of our troops," said Sen. Carl Levin of Michigan, ranking Democrat on the Armed Services Committee. To that end, Levin said, "We believe it represents where a majority of our caucus is."

Bodies of missing U.S. soldiers recovered
BAGHDAD, Iraq - The bodies of two U.S. soldiers reported captured last week have been recovered, and an Iraqi defense ministry official said Tuesday the men were "killed in a barbaric way." The U.S. military said the remains were believed to be those of Pfc. Kristian Menchaca, 23, of Houston, and Pfc. Thomas L. Tucker, 25, of Madras, Ore.
U.S. Maj. Gen. William Caldwell said U.S. forces — part of a search involving some 8,000 American and Iraqi troops — found the bodies late Monday near Youssifiyah, where they disappeared Friday.
Troops did not recover the bodies until Tuesday, however, because U.S. forces had to wait until daylight to cordon off the area for an ordnance team for fear it was booby-trapped, Caldwell said.
Al-Qaida in Iraq claimed responsibility for killing the soldiers, and said the successor to slain terror leader Abu Musab al-Zarqawi had "slaughtered" them, according to a Web statement that could not be authenticated. The language in the statement suggested the men had been beheaded.

We hope they will accept our offer and voluntarily suspend these activities so we can work out an agreement that will bring Iran real benefits," Bush said a day before leaving for Vienna, Austria, where he will talk with European Union officials who are leading efforts to resolve the nuclear dispute.
If Iran's leaders reject the offer, they will face action before the U.N. Security Council and progressively stronger political and economic sanctions, Bush said during a commencement speech at the U.S. Merchant Marine Academy.
Bush discussed Iran with Russian President Vladimir Putin on Monday during an 18-minute phone call Putin placed to Bush. "The presidents agreed on the importance of remaining united in their efforts to press Iran to suspend all enrichment activities and begin negotiations on the incentives package," said Kate Starr, a spokeswoman for the National Security Council.
On Sunday, Iran accused the United States of trying to sway European nations from a possible compromise. The Iranian foreign ministry said U.S. insistence that negotiations be conditioned on Tehran's suspension of uranium enrichment has narrowed the scope of possible solutions, and made it more difficult for all parties to reach an accord.

House rejects timetable for Iraq pullout
WASHINGTON - The House on Friday handily rejected a timetable for pulling U.S. forces out of Iraq, culminating a fiercely partisan debate between Republicans and Democrats feeling the publics apprehension about war and the onrushing midterm campaign season.
In a 256-153 vote that mirrored the position taken by the Senate earlier, the GOP-led House approved a nonbinding resolution that praises U.S. troops, labels the Iraq war part of the larger global fight against terrorism and says an "arbitrary date for the withdrawal or redeployment" of troops is not in the national interest.
"Retreat is not an option in Iraq," declared House Majority Leader John Boehner, R-Ohio. "Achieving victory is our only option ... We have no choice but to confront these terrorists, win the war on terror and spread freedom and democracy around the world."

Sweep nets nearly 2,100 illegal immigrants
BOSTON - A blitz by federal agents during the last three weeks captured nearly 2,100 illegal immigrants across the country in raids targeting child molesters, violent gang members and past deportees who re-entered the country.
U.S. Immigration and Customs Enforcement officials credited the roundup to a network of 35 fugitive apprehension teams.
"This is a massive operation," said Marc Raimondi, a spokesman for immigration enforcement or ICE, which is part of the Department of Homeland Security. "We are watching the country's borders from the inside.
The crackdown, dubbed "Operation Return to Sender," kicked off May 26. An Associated Press reporter and photographer accompanied a fugitive task force as it made raids Tuesday night and early Wednesday.
A swarm of immigration agents had sped silently, headlights off, down a Boston side street and surrounded an apartment house.
"Police! Policia! Police!" Monico yelled, holding his badge to a window where someone had pulled back the curtain. "Open the door!"
Soon agents led a dazed-looking Jose Ferreira Da Silva, 35, out in handcuffs. The Brazilian had been arrested in 2002 and deported, but had slipped back into the country. He now faces up to 20 years in prison.
"This sends a message," said Daniel Monico, a deportation officer, after a successful raid early Wednesday. "When we deport you, we're serious."
The operation has caught more than 140 immigrants with convictions for sexual offenses against children; 367 known gang members, including street soldiers in the deadly Mara Salvatrucha, or MS-13; and about 640 people who had already been deported once, immigration officials said. The numbers include more than 720 arrests in California alone.
More than 800 people arrested already have been deported.

Papers show 'gloomy' state of insurgency
BAGHDAD, Iraq - A blueprint for trying to start a war between the United States and
Iran was among a "huge treasure" of documents found in the hideout of terrorist leader Abu Musab al-Zarqawi, Iraqi officials said Thursday.
The document, purporting to reflect al-Qaida policy and its cooperation with groups loyal to ousted President Saddam Hussein, also appear to show that the insurgency in Iraq was weakening.
The al-Qaida in Iraq document was translated and released by Iraqi National Security Adviser Mouwafak al-Rubaie. There was no way to independently confirm the authenticity of the information attributed to al-Qaida.
Although the office of Prime Minister Nouri al-Maliki said the document was found in al-Zarqawi's hideout following a June 7 airstrike that killed him, U.S. military spokesman Maj. Gen. William Caldwell said the document had in fact been found in a previous raid as part of an ongoing three-week operation to track al-Zarqawi.
"We can verify that this information did come off some kind of computer asset that was at a safe location," he said. "This was prior to the al-Zarqawi safe house."
The document also said al-Zarqawi planned to try to destroy the relationship between the United States and its Shiite allies in Iraq.
While the coalition was continuing to suffer human losses, "time is now beginning to be of service to the American forces and harmful to the resistance," the document said.
The document said the insurgency was being hurt by, among other things, the U.S. military's program to train Iraqi security forces, by massive arrests and seizures of weapons, by tightening the militants' financial outlets, and by creating divisions within its ranks.
"Generally speaking and despite the gloomy present situation, we find that the best solution in order to get out of this crisis is to involve the U.S. forces in waging a war against another country or any hostile groups," the document said, as quoted by al-Maliki's office.
According to the summary, insurgents were being weakened by operations against them and by their failure to attract recruits. To give new impetus to the insurgency, they would have to change tactics, it added.
"We mean specifically attempting to escalate the tension between America and Iran, and American and the Shiite in Iraq," it quoted the documents as saying, especially among moderate followers of Grand Ayatollah Ali al-Sistani, the most influential Shiite cleric in Iraq.
"Creating disputes between America and them could hinder the U.S. cooperation with them, and subsequently weaken this kind of alliance between Shiites and the Americans," it said, adding that "the best solution is to get America involved in a war against another country and this would bring benefits."
They included "opening a new front" for the U.S. military and releasing some of the "pressure exerted on the resistance."

Coalition Troops Hit Streets To Secure Baghdad In Operation Forward Together
BAGHDAD, Iraq - Iraqi troops were out in force and cars were backed up at checkpoints Wednesday in Baghdad as a deadly car bomb killed four people and clashes broke out in two Sunni Arab strongholds shortly after Prime Minister Nouri al-Maliki launched a major security crackdown aimed at ending the violence that has devastated the capital.
Tens of thousands of Iraq police and soldiers deployed throughout the capital of six million people, searching cars and securing roads into and out of Baghdad.
Despite the stepped up security measures, a parked car bomb struck the northern district of Qahira Wednesday morning, killing at least four civilians and wounding six, police Lt. Ali Mitaab said.
Defense Minister Abdul-Qader Mohammed Jassim said that 80 percent of the operations staged by "terrorists and organized crime" target civilians. He added that 15 percent are against Iraqi security forces and 5 percent are against coalition forces. He did not provide comparative figures or any other details.
Clashes broke out in the northern Sunni district of Azamiyah shortly before noon, with heavy exchanges of gunfire sending residents scurrying for cover. The clashes took place near the Grand Imam Abu Hanifa mosque, the holiest Sunni Muslim shrine in Iraq. There were reports of casualties or other details.
Most stores were closed in Azamiyah and mostly Sunni Dora, two strongholds of the insurgency. Entire streets in Dora, southern Baghdad, were deserted, including al-Moalemeem road, dubbed "death road" by residents because of the frequent clashes there between Sunni insurgents and security forces and sectarian killings.
In Baghdad's central and mainly Shiite Karradah district, where a series of deadly car bombs took place in the past week, Iraqi army troops patrolled on foot. Some were deployed at main intersections in pickup trucks with machine-guns mounted on their roofs.
U.S. troops patrolled parts of Baghdad in convoys of up to four humvees. They used the more heavily armored Bradley fighting vehicles in Dora.
Traffic was heaviest in areas where security forces were deployed in large numbers, erecting checkpoints behind coils of barbed wire and forcing traffic to one lane. They also conducted random searches of vehicles.

In Baghdad, Bush gives Iraqis assurances

President Bush assured Iraqis in a surprise visit to Baghdad on Tuesday that the United States stands with them and their new government. "It's in our interest that Iraq succeed," he said, seated alongside newly named Iraqi Prime Minister Nouri al-Maliki.
The dramatic trip came as Bush sought to bolster support for Iraq's fledgling government and U.S. war policy at home.
"I've come to not only look you in the eye. I've also come to tell you that when America gives its word, it keeps its word," Bush told al-Maliki.
The president also was to visit U.S. troops as part of what aides said was to be a visit of just over five hours to the war-scarred country.
Bush traveled to Baghdad less than a week after a U.S. air strike killed terror chief Abu Musab al-Zarqawi. It was his second unannounced visit since the 2003 invasion that toppled
Saddam Hussein.
Al-Maliki, who didn't know Bush was in coming until five minutes before they met, said that Iraq was "determined to succeed, and we have to defeat terrorists and defeat all the hardships."
"God willing, all the suffering will be over. And all the soldiers will return to their country with our gratitude for what they have offered, the sacrifice," al-Maliki said through a translator.
Bush made it clear, however, that a U.S. military presence now at about 132,000 troops would continue for awhile.
"I have expressed our country's desire to work with you, but I appreciate you recognize the fact that the future of the country is in your hands," Bush said.
"The decisions you and your cabinet make will determine as to whether or not your country succeeds, can govern itself, can defend itself, can sustain itself," he added.

There will be violence in the future, I don't think anyone has said otherwise, but we must stay the course.
